Western governors team to tackle global warming

The governors of Oregon, Arizona, California, New Mexico, and Washington have agreed to develop a regional target to lower greenhouse gases and to create a market-based program aimed at helping businesses reach still-undecided goals. The twin challenges of global warming and energy were some of the dominant points of discussion over four days at the annual winter meeting of the National Governors Association. In the West, increasingly common droughts and bad fire seasons have made added urgency. State actions such as the Western Regional Climate Action Initiative show increasing frustration and impatience with federal inaction.
